BLOOMFIELD — A man wanted for killing two men outside a bar in Bloomfield turned himself in Thursday following a multi-state manhunt, the U.S. Marshals Office said. Russell Smith, of Windsor, surrendered to U.S. Marshals after the agency issued a $5,000 reward for information on the suspect on Monday.
