Man accused of animal cruelty

An anonymous tip led to the arrest of a man who neglected two dogs, according to Laredo police.

Antonio Carrera, 37, was arrested and charged with cruelty to non-livestock animals, failure to provide care.

At about 7:18 p.m. July 1, police officers responded to an anonymous tip regarding an animal cruelty case in the 2100 block of Guaymas Avenue. First officers on the scene observed a dog that had died chained. The dog had tangled himself with the chain, states the arrest affidavit.

A second dog was found with no water and tied to a tree with a rope, according to court documents. After several attempts, authorities made contact with the homeowner. She stated she was living in Austin due to medical conditions. She added that no one was residing at the home. She further stated that her dogs were not abandoned. She added she would have relatives check on the dogs.

The homeowner provided a number for her niece. The niece stated that she and her husband, Carrera, were the owners of the dogs. She added they had placed dogs at the home for protection since her aunt was not living there, court documents state.

Moments later, Carrera arrived at the home. He stated that the dogs were not malnourished. He added he had been there sometime around 7 a.m. or 8 a.m. to feed and provide water to his dogs. But police noticed the water for the dogs “appeared to be dark green to almost black in color.” Carrera stated the water was like that because he did not wash the bucket. Authorities also noticed that the dogs did not have food, according to court documents.
